Each year, contact Hannah Farnum at VTVLC. She will send you a list of classes for the current year. She includes teachers, terms, course codes, etc. She also sends us a list of BHS students enrolled at VTVLC
The linked document above contains BSD codes and data requirements for all new classes. By creating a copy of the spreadsheet you can enter the data for the current year. Name the copy the same but with the SY year (SY20.) There is a tab called VTVLC Catalog. This is a list of their classes for the year. You can update this sheet by getting the newest list form VTVLC.
Many of the VLC classes and teachers are the same year after year. For example, comparing classes in 18-19 to 19-20, there was just one class that needed to be added. When you have a new class, follow these
instructions under the New Courses heading. You will do this at the school setup level, not the district setup. Refer to the linked document for all data you need to enter for new courses.
A section is an occurrence of a course. Each course can have several
sections that meet in different rooms at different times and are taught
by different teachers. View, add, edit, and delete course sections from
the School Setup page. Each course needs to have at least one section.
Follow the link above and the Complete Setup Information link for a description of the data to enter for a section. The two most important items are the teacher, and the term.
Regarding teachers and virtual classes, we use one of the teachers here:

In addition, we also have to have a licensed teacher as the co-teacher. I use Karyn Vogel but you can use any licensed teacher.
Per AOE,

"Any Educator ID that starts with 9999 needs to have a licensed educator from your the same EMPORGID/POSID that oversees the course. This educator must be listed as associated with that course in table 14b_StaffSectionAssignment.csv"
