BTC "Graduated" Students
These students receive a certificate of completion and not a diploma.
Exit Code = Completed school with other credentials-- A student who received a certificate of attendance, or other certificate of completion, in lieu of a diploma.
Next School = Graduated Students
Next Grade = 99
Students Not Returning
When BTC students are not returning, transfer them out before the EOY.
- Grade = Stay same
- Next School = blank
- Exit Code Transfer to Vermont Public School or whatever is relevant
When student is an adult,
Exit Code = Discontinued schooling—A student who stops attending school and the student does not intend to complete the requirements for a high school diploma
Grade: Adult Without Diploma or Post Graduate/Adult With Diploma
Students completing the program
Exit code = 09 – Completed School with Other Credentials: ( A student who received a certificate of attendance, or other certificate of completion, in lieu of a diploma.)

Chatted with PS support about this. I wanted to make sure that keeping BTC grads in BTC and using grade of 13 (which is what we decided to do) is the right way to do this. They said we should not do that. We should changed the Next Grade to 99 and Next School to Graduated Students. Reason being there are automatic processes that are run for the Graduated School during EOY processing.

There does not appear to be any
policy about how students that finish at BTC are treated in PowerSchool,
and there does not appear to be any consistent historical practice.
Here's my proposal (I think I've written this down before):
At the end of the year, all BTC (out-of-district) students are transferred out.
At the start of the year, incoming BTC students register and are either reactivated or get a new record, as appropriate.
This
has the effect that BTC students who graduate from their home district
are left as Transferred Out from BTC. They are not moved to Graduated
Students. This makes sense to me because they did not graduate from BSD,
and it's often not actually clear to us whether they graduated from
their home district.
This also has the effect that there's no
ambiguity as to whether a student marked as Active in BTC is actually a
returning student, or someone who is not returning but never got
transferred out.
Note that there is no way to transfer students out as part of the End Of Year process, so this would need to be done before EOY.
LASTLY,
this doesn't actually handle the case of a Burlington resident who
graduated from BSD, but returns to BTC as an adult, as in your
screenshot above. Am I correct in thinking that the BTC class they take
as an adult would NOT be added to their BHS transcript? If so, I think
it makes sense to create a new student record for that student.
Otherwise, it will be very difficult to control what is included in the
pre-graduation record.
